A Little New Hampshire History

Early historians record that in 1623, under the authority of an English land-grant, Captain John Mason, in conjunction with several others, sent David Thomson, a Scotchman, and Edward and Thomas Hilton, fish-merchants of London, with a number of other people in two divisions to establish a fishing colony in what is now New Hampshire, at the mouth of the Piscataqua River.

One of these divisions, under Thomson, settled near the river's mouth at a place they called Little Harbor or "Pannaway," now the town of Rye, where they erected salt-drying fish racks and a "factory" or stone house. The other division under the Hilton brothers set up their fishing stages on a neck of land eight miles above, which they called Northam, afterwards named Dover.

In 1865 New Hampshire joined the vanguard of American science by establishing a fish and game department, the first one of its kind in New England. Since that date, the efforts of this department have been devoted to the propagation and conservation of fish and game.

Office of State Planning
The Office of State Planning is concerned with the management of the State's resources through programs such as the Land Conservation Investment Program, Outdoor Recreation, Scenic and Cultural Byways, Water Protection, and the New Hampshire Coastal program.

The Gulf of Maine Council on the Marine Environment The Council was organized in 1989 to protect and conserve the ecological balance of coastal and marine habitats in the Gulf of Maine. The international membership includes the five jurisdictions: New Hampshire, Massachusetts, Maine, New Brunswick and Nova Scotia. Additional information is available here.

New Hampshire Estuaries Project is one of seven new programs that was designated for inclusion in the National Estuary Program in July, 1995. This is a three year effort to develop a Comprehensive Conservation and Management Plan to improve the water quality and enhance the living resources of New Hampshire's estuaries.

Coastal Program

The New Hampshire Coastal Program (NHCP) serves as the lead agency in coordinating policies and planning with the coastal communities and several state and federal agencies. Located within the Office of State Planning, the NHCP is funded by the state and the National Oceanic and Atmospheric Administration (NOAA).

The Cooperative Institute for Coastal and Estuarine Environmental Technologies (CICEET)

The health of the nation's estuaries, bays and near-shore coastal waters is threatened by point and nonpoint source pollution. To address this issue, the National Oceanic and Atmospheric Administration (NOAA) and the University of New Hampshire (UNH) have entered into an agreement to form the Cooperative Institute for Coastal and Estuarine Environmental Technology (CICEET).
